The problem here is that it isn’t normal to require the purchase of a license when buying chips. It’s even more unusual when buying chips from the maker who has the basic patents.
Normally, a chip maker charges a FRAND license for essential patents that is very low.
That fee, small as it is, is built into the price of the chip to the customer. Qualcomm, as the originator of the patents for their own chips, is supposed to just sell the chips at whatever price the market settles on. But that’s not what they do.
